石家庄市行政督查管理规定
(1994年5月20日市人民政府第十一次常务会议通过，1994年5月21日市人民政府令第47号发布)
第一条 为使行政督查工作实现制度化和规范化，保证政令畅通，提高行政效率，根据《地方各级人民代表大会和地方各人民政府组织法》及有关规定，结合本市实际，制定本规定。
第二条 本规定所称行政督查，是指上级人民政府对下级人民政府、本级人民政府对所属工作部门、上级人民政府工作部门对下级人民政府工作部门交办事项落实情况进行的督促检查。 第三条 石家庄市所属各级人民政府及部门的行政督查，按本规定执行。
第四条 行政督查工作应当遵循依法行政、分级负责、务实高效、下级服从上级、局部服从全局的原则。
第五条 石家庄市人民政府办公厅是全市行政督查工作的主管机关。本市县级以上人民政府及其所属部门办公室负责本区域和本部门的行政督查管理工作。各级人民政府应建立督查机构，政府各部门应配置与督查任务相适应的专(兼)职工作人员。督查机构或
督查工作人员的主要职责：
(一)负责行政督查事项的立项、交办、督促、检查、反馈；
(二)负责行政督查的组织协调；
(三)根据本意见，对有关事项进行调查，并提出处理建议；
(四)对承办工作情况提出表彰、奖励、通报或处分建议；
(五)负责审查下属机关呈报的督查承办报告，并提出审查意见和建议；
(六)对下属机关督查工作实施业务指导和综合考评。
第六条 下列事项的贯彻落实情况属于行政督查范围：
(一)重大决策、重要工作部署和重要文件规定的事项；
(二)政府全体会议、常务会议、市长办公会议和秘书长办公会议决定、议定的事项；
(三)上级机关批示、交办的事项；
(四)本级领导批示、交办的事项；
(五)其他行政督查事项。
第七条 对上级交办或领导批示的事项，督查机构应及时立项，确定主要承办单位、协办单位，明确承办要求和时限；对重大决策、重要工作部署和重要文件确定事项的督查，应筛选主题、合理分解、提出拟办建议，呈报主管领导审定后立项。
第八条 督查机构对督查事项进行登记，应载明类别、序号、来源、内容摘要、承办单位、交办和办结日期，并填写督查通知，附有关批件、材料一并交承办单位。
第九条 承办单位接到督查通知后，应按通知要求按期办结。遇特殊原因不能按期办结的，须在办结期限前向交办单位说明理由，经同意后可适当延期。
承办工作实行主管领导负责制。主管领导应及时组织、协调、督促落实。
第十条 涉及两个以上单位的督查事项，由主办单位负责协调并反馈；主办单位协调有困难的，应报请交办的督查机构，由上一级主管领导协调；经授权，督查机构可直接参于协调。
第十一条 督查机构可根据实际情况，在承办过程和办结后，派员进行调查、督促、检查并通报有关情况。第十二条 承办单位在督查事项办结后，应写出书面办结报告，经主管领导签字并加盖单位印章，连同交办原件一并报送交办的督查机构。
第十三条 督查机构接到承办单位报送的办结报告后，应进行审核，并按下列规定提出审核意见。
(一)对符合承办要求的，报经领导批示可按结案处理；
(二)对领导另有批示要求的．应重新立项办理；
(三)对需告知有关部门的，应及时转告；
(四)对需向上级机关报告结果的，应及时起草办结报告，呈报主管领导批示后上报；
(五)对不符合承办要求的，可退回责令重新办理。
第十四条 督查机构对已办结的督查件，应分类整理，装订立卷，并移交档案室。
第十五条 对督查工作先进单位和先进工作人员，应予以表彰和奖励；对未完成承办工作的，应予以通报批评；对造成严重后果的，按有关规定对主管领导和直接责任者给予政纪处分。
第十六条 县（市）、区人民政府和市政府各部门可根据本规定制定具体实施办法。
第十七条 本规定由石家庄市人民政府办公厅解释。
第十八条 本规定自发布之日起施行。
